WILLEMSTAD – In het onderzoek dat de Raad in 2015 heeft verricht naar de mate waarin Brasami is toegerust om personen met verslavingsproblematiek of een psychische stoornis op te vangen, te behandelen en nazorg te verlenen, heeft de Raad geconcludeerd dat op verschillende aspecten tekortkomingen c.q. verbeterpunten zijn.
Thans constateert de Raad bij dit review-onderzoek dat zowel het bestuur als de medewerkers van Brasami zich hebben ingespannen opdat Brasami zo optimaal mogelijk zorg en nazorg kan verlenen aan haar klanten.
Alle aanbevelingen aan de Minister ten aanzien van Brasami zijn volledig uitgevoerd. Deze aanbevelingen waren duidelijke eisen stellen ten aanzien van:
1. de bejegeningsnormen;
2. de gedragscode voor het personeel;
3. de klachtenprocedure;
4. de benoeming op korte termijn van een externe klachtencommissie;
5. de uitvoering van de taken van de RvT.
De algemene aanbevelingen aan de Minister daarentegen zijn niet, dan wel niet volledig uitgevoerd.
Deze aanbevelingen waren:
1. stel de begroting van Brasami vast;
2. stel voldoende financiële middelen voor het beheer van Brasami beschikbaar;
3. zoek een alternatieve huisvesting voor Brasami;
4. draag zorg voor de permanente inzet van geschikte beveiligingspersoneel.
De onder punt 1, 2 en 4 vermelde algemene aanbevelingen , te weten het vaststellen van de begroting van Brasami, het beschikbaar stellen van voldoende financiële middelen voor het beheer van Brasami en het zorgdragen voor de permanente inzet van geschikte beveiligingspersoneel, zijn niet opgevolgd.
De stand van zaken ten aanzien van de derde aanbeveling, te weten het zoeken naar een alternatieve huisvesting voor Brasami is is als volgt:

De staat van onderhoud van het gebouw waarin Brasami is gevestigd is niet verbeterd. Brasami probeert creatief te zijn en heeft voorstellen gedaan aan de ministeries om de huisvestingsproblematiek te verhelpen. Om uit de zorgelijke toestand waarin de huisvesting van Brasami verkeert te geraken, moesten cliënten van Brasami bij andere locaties worden ondergebracht.
Er wordt thans gewerkt aan de uitvoering van deze aanbeveling.
De Raad heeft ten aanzien van het Openbaar Ministerie de volgende aanbevelingen gedaan:
draag zorg dat alle aanmeldingen via de FMA verlopen en
draag zorg voor de tijdige verzending van rechterlijke uitspraken naar Brasami.
De aanbeveling, zorgdragen dat alle aanmeldingen via de FMA verlopen is volledig uitgevoerd.
Voor wat betreft de laatstgenoemde aanbeveling is enige verbetering geconstateerd, maar het opsturen van vonnissen naar Brasami vormt nog steeds een knelpunt.
De Raad verwacht dat de niet uitgevoerde aanbevelingen alsnog worden opgevolgd en of de benodigde maatregelen worden getroffen om het beheer en de taakuitoefening van Brasami te waarborgen.
