WILLEMSTAD – Het ministerie van Justitie geeft geen volledig gevolg aan diverse van de algemene aanbevelingen van de Raad voor de Rechtshandhaving voor het verbeteren van de lokale jeugdreclassering. Van de elf algemene aanbevelingen zijn in vier jaar tijd zeven uitgevoerd, moeten drie nog worden afgerond en is er één nog niet uitgevoerd.
Dit meldt de Raad in het eindrapport van een inspectie die zij in december 2012 deed naar het bestaan, de opzet en de werking van de jeugdreclassering in Curaçao.

AJJC en OM voortvarend
De Raad is daarentegen tevreden met de manier waarop de Stichting Ambulante Justitiële Jeugdzorg Curaçao (AJJC) en het Openbaar Ministerie (OM) gevolg hebben gegeven aan de aanbevelingen voor hen.
In 2012 formuleerde de Raad zes aanbevelingen voor het Bureau Voogdijraad Curaçao. De AJJC, die sinds 1 februari 2014 operationeel is en de werkzaamheden met betrekking tot de jeugdreclassering overnam, heeft de zes aanbevelingen uitgevoerd. Het OM, dat vier aanbevelingen kreeg, voerde die samen met de AJJC volledig uit.

Voornemen
De Raad hoopt dat het ministerie van Justitie binnenkort ook de vier resterende algemene aanbevelingen volledig uitvoert. Het voornemen daartoe bestaat wel, constateert de Raad.
Het gaat om de aanbevelingen: “Neem een formeel besluit inzake het aanstellen van Jeugdagenten”, “Draag zorg voor het zo snel mogelijk afronden van de bouw van een Justitiële Jeugdinrichting (JJI)”, “Draag er zorg voor dat de werkzaamheden met betrekking tot de nieuwe maatregel ‘Plaatsing in een inrichting voor jeugdigen’, door de organisatie verantwoordelijk voor de uitvoering van de jeugdreclassering wordt uitgevoerd” en “Draag er zorg voor dat de werkzaamheden met betrekking tot de nieuwe maatregel betreffende het gedrag van de jeugdige, door de organisatie verantwoordelijk voor de uitvoering van de jeugdreclassering worden uitgevoerd”. Aan die laatste aanbeveling is nog niet begonnen.
