WILLEMSTAD – De Raad voor de Rechtshandhaving constateert dat het Korps Politie Curaçao (KPC) in vier jaar tijd geen uitvoering heeft gegeven aan de aanbevelingen voor een betere slachtofferhulp. Ondanks enig begrip in verband met de werkbelasting bij het KPC, stelt de Raad dat zonder verbetermaatregelen de kwaliteit van de werkprocessen en –procedures niet kan verbeteren. Daarentegen hebben de minister van Justitie, Bureau Slachtofferhulp (BSH) en het Openbaar Ministerie (OM) wél deels of volledig gevolg gegeven aan de algemene of specifieke aanbevelingen die de Raad hen gaf.
Beter samenwerken
De vier aanbevelingen van de Raad voor het KPC beogen een gestructureerd betere samenwerking met het BSH. Aspecten die worden benoemd, zijn: structureel overleg, criteria voor het doorverwijzen van slachtoffers, regelmatig gehouden cursussen over slachtofferhulp en het bijhouden van aantallen.
Indien bepaalde aanbevelingen door gewijzigde omstandigheden niet of slechts in een aangepaste vorm of gedeeltelijk kunnen worden uitgevoerd, ligt het op de weg van het KPC om aan de bel te trekken bij de minister van Justitie, want de noodzaak blijft dat het KPC op korte termijn de aanbevelingen uitvoert.
Drie van de vijf
Van de vijf algemene aanbevelingen aan de minister van Justitie zijn drie, die specifiek betrekking hebben op het BSH volledig uitgevoerd. Het betrof financiële zaken, een (meerjarige) samenwerkingsovereenkomst met een aantal aandachtspunten. De aandachtspunten zijn onder andere: het formaliseren van de organisatiestructuur van het BSH, openstaande vacatures invullen volgens functiebeschrijvingen, werken met een jaarplan én een meerjarenplan, jaarlijks financiële verantwoording afleggen, een safe house te bieden aan mannelijke slachtoffers en jongeren boven 21 jaar, enzovoorts.
De twee resterende aanbevelingen luiden: “stel de beginselen uit de VN-verklaring zoveel mogelijk in nationale regelingen vast als rechten van de slachtoffers” en “richt een nationaal fonds op ter compensatie van slachtoffers van strafbare feiten”. Deze twee aanbevelingen zij niet uitgevoerd.
Informatievoorziening
De Raad had één aanbeveling voor het OM: de informatievoorziening aan slachtoffers, moest beter. Sinds juli 2015 is het OM daarmee begonnen met het bijhouden van de opgeroepen benadeelde partijen, waarbij de slachtoffers in een persoonlijk gesprek worden ingelicht.
