Inspectieonderzoek Integrale veiligheid

WILLEMSTAD – Veiligheid is een thema waarmee de mensheid zich dagelijks bezighoudt. Het zorgdragen voor de veiligheid is niet alleen een taak van justitie. De Raad voor de rechtshandhaving (verder: de Raad) stelt een integrale aanpak voor waarbij alle groepen binnen de gemeenschap een steentje bijdragen. Ten einde bij te dragen aan een zo optimaal mogelijke veiligheid in de gemeenschap, heeft de Raad een inspectieonderzoek verricht naar de integraliteit van de aanpak van het veiligheidsbeleid op de gebieden cyber security, terrorisme en grensbewaking. Tevens heeft de Raad door middel van dit onderzoek inzicht verkregen in hoeverre de justitiekolom in staat is om uitvoering te geven aan het beleid.
Tijdens dit onderzoek heeft de Raad gekeken in hoeverre sprake is van specifieke wetgeving en beleid. De conclusie van de Raad is dat gewerkt moet worden aan de totstandkoming van specifieke wet- en regelgeving en beleid vooral op de terreinen cyber security en terrorisme. Op het gebied van de grensbewaking is een baselinestudie gemaakt dat door het Justitieel Vierlandenoverleg is geaccordeerd. Nu wordt gewerkt aan de implementatie hiervan.
Alhoewel hard wordt gewerkt aan de integraliteit van de aanpak, komt de Raad tot de conclusie dat met uitzondering van de grensbewaking, op de andere terreinen veel werk verzet moet worden om tot een daadwerkelijke integrale aanpak te komen.
Over de vraag welk veiligheidsniveau voor Curaçao geldt, komt de Raad tot de conclusie dat op geen van de onderzochte terreinen het veiligheidsniveau bepaald kan worden. De aanbeveling is dan ook om op al deze gebieden periodiek de nodige dreigings- en risicoanalyses op te stellen.
Een succesvolle cyberaanval kan namelijk desastreuze gevolgen hebben voor de economie en de vitale infrastructuur.

Curaçao is een mogelijk doelwit voor terroristen vanwege de banden met de Verenigde Staten en Nederland. Het tijdig vergaren van informatie, ook voor wat betreft de terroristen die van het strijdtoneel in het Midden-Oosten terugkeren, is een belangrijk aandachtspunt. Aldus moet internationale samenwerking een prioriteit te zijn, maar ook lokaal is het noodzakelijk voorbereid te zijn om aan een eventuele terroristische daad het hoofd te bieden. Hiertoe is het Terrorisme Incident Respons Plan in 2015 aangepast.
Voor wat betreft de grensbewaking is er een begin gemaakt met een integrale aanpak met als resultaat dat nieuw beleid binnenkort geïmplementeerd wordt. Wel dient hard gewerkt te worden aan het vreemdelingenprobleem, waarbij vreemdelingen zowel op legale als illegale wijze het land binnenkomen en hier langer verblijven dan toegestaan is.
Cyber crime, terrorisme en grensbewaking moeten volgens de Raad dan ook verheven worden tot prioriteiten op het gebied van de nationale veiligheid.
