WILLEMSTAD – Het ministerie van Justitie is onvolledig in het opvolgen van de algemene aanbevelingen van de Raad voor de Rechtshandhaving ter verbetering van het opsporingsproces van veel voorkomende misdrijven op Curaçao.
Dit meldt de Raad in het review-onderzoek naar aanleiding van een inspectie uit december 2016. Ook het Korps Politie Curaçao (KPC) volgt aanbevelingen onvoldoende op, constateert de Raad.

Justitie op de helft
Ruim vier jaar geleden formuleerde de Raad zes algemene aanbevelingen voor het ministerie. Drie daarvan – de helft van het totaal – zijn ondertussen uitgevoerd, één moet nog worden afgerond en twee zijn nog niet opgepakt.

De Raad hoopt dat het ministerie van Justitie binnenkort ook de twee openstaande algemene aanbevelingen volledig uitvoert. Het gaat om de aanbevelingen: ‘Maak voldoende middelen vrij om het inrichtingsplan te implementeren’ en ‘Maak op korte termijn middelen vrij ten behoeve van de opleiding van medewerkers’.

Korps op tweederde
De Raad zag indertijd de noodzaak in om achttien aanbevelingen te verstrekken aan het KPC. Twaalf daarvan – tweederde van het totaal – zijn voldoende uitgevoerd. Drie moeten nog worden afgerond en drie zijn nog niet opgepakt.
De Raad hoopt op een spoedige afronding van deze aanbevelingen danwel dat er gepaste maatregelen worden getroffen.

Het Korps moet nog beginnen aan de aanbevelingen: ‘Maak een criminaliteitsbeeldanalyse met betrekking tot de gekozen thema’s en voer die uit’, ‘Ontwikkel wijkveiligheidsplannen’ en ‘Stel een keuringscommissie op voor de keuring en certificering van politiehonden’.

De Raad spoort het ministerie en het korps aan tot actievere betrokkenheid bij het thema en onderling overleg om zodoende erop toe te zien dat verdere invulling en spoedige afronding plaatsvindt van de resterende aanbevelingen voor beide instanties.
